
Bill is the president
of Coull Building Inspections inc.
A graduate of
Polytechnic University, he is a structural-mechanical engineer, who, since 1977,
has professionally evaluated over 11,000 individual buildings and has closely
supervised thousands upon thousands of other inspections performed by employees.
Bill is considered an
expert in the field of construction and has been an expert witness in both New
York Civil and Supreme Courts, has been appointed by the New York State Attorney
General to settle construction disputes and is a certified member of the
prestigious American Society of Home Inspectors. He was a member of both the
Standards of Practice Committee and the Code of Ethics Committee which
established the ASHI national standards that have been adopted into law by many
States.
A licensed home
inspector in both New York and New Jersey, he is an associate member of the
American Industrial Hygiene Association (AIHA), specializing in Indoor Air
Quality and he holds both NY & NJ commercial pesticide licenses as well as a
NJ radon technician’s license; he has also been certified as an EPA/OSHA/HUD
Lead Inspector.
Bill
is also a lecturer and teaches courses in Construction, Molds & Hazardous
Substances in Houses as well as in Heating and Air Conditioning systems. He has
taught at St. Johns University, the College of Staten Island and at the Richmond
County Real Estate Institute - where he is presently a senior instructor.
